Scotch Plains Police Department Since 1868

The story of the Scotch Plains Police Department started in 1868 when the Scotch Plains Mutual Theft Detecting Society was formed. The 'Society' was established to combat theft in the growing community.

The members were empowered to arrest any person they would find stealing and to bring them to the Magistrate to be "dealt with in accordance to the Law". The Scotch Plains Police Department was officially formed on July 20th, 1900, with the swearing in of a Chief and two sworn officers. The early years of our department revolved around busting illegal stills and chicken thievery. The first established municipal building was built in 1920. It stood in the parking lot of the current municipal building.

The old Police Headquarters housed not only the Police Department but also the Fire Department and in 1937, the newly formed First Aid Squad Ambulance. As the years went by and the population grew, the Police Department grew from the original three officers to eight in 1933, then to twelve in 1954, twenty-one in 1962, to our current staffing of forty-nine sworn officers that we have today. Our department has been on the cutting edge of technology since the early Patrol cars of the 1950's to the modern cars of today.

The Scotch Plains Police Department has quickly expanded from a three man department in a largely agricultural community to a modern Department serving a very busy, residential township. Currently we have forty-nine officers, broken down into the Patrol, Investigative and Support Services Divisions that serve over 24,000 people. Throughout the long history of the Scotch Plains Police Department, we have had only one, in the line of duty deaths. In 1921, our Chief, Florence O'Sullivan, lost control of his motorcycle and was killed. While the times have changed dramatically, we still serve the community in much the same was as we did 116 years ago.

Message from the Chief

On behalf of the men and women of the Scotch Plains Police Department, I would like to personally welcome you to our department's website. It is my desire that this website be a useful place for visitors desiring information on the various programs and services that our police department provides.

Our website is just one way of showing you the sense of pride, professionalism, and dedication that the members of this department strive to achieve every day. As the Township of Scotch Plains 14th Chief of Police , I am honored to lead an agency of dedicated professionals who will carry out the mission of providing fair and impartial policing with compassion and respect.

Deputy Chief Al Sellinger

ADMINISTRATIVE OPERATIONS SECTION, Under the command of Deputy Chief Al Sellinger. Within the section is the Investigative Division and Support Services Division.  The admin section handle much of the behind the scenes operations within the department as well as Internal Affairs / Professional Standards.

Investigative Division is composed of the detective bureau and the juvenile bureau. The Detective Bureau is responsible for all follow up investigations, firearms background checks, Megan law offender registry as well as ABC enforcement and other matters.  The Juvenile bureau deals mostly with juvenile matters and fills the position of School resource officer within the high school.

Support Services Division is made up of the Records Bureau, Traffic Bureau, Training and IT Bureau.  Policies, Accreditation, Scheduling, Special events, Records management, Discovery and OPRA requests are all processed through support services.


Captain David Smith

PATROL OPERATIONS SECTION,  under command of Captain David Smith, is the largest and most visible part of the police department. Patrol Officers are the first to arrive on scene for all requests of service or help. The Patrol Operations Section is staffed and equipped to handle emergencies and calls for service 24 hours a day throughout the year.

The Patrol Operations Section has 2 Lieutenants, 6 sergeants and 28 patrol officers.  There are 2 platoons and 4 squads per platoon. All officers are trained in first aid, CPR, Active Shooter and de-escalation techniques.
